Matt Taylor

CEO, WRL

Matt Taylor has a strong background in the fishing industry, including years as a commercial fisherman across numerous sectors. He completed a degree with first-class Honours in aquaculture and seafood science before working for the Commonwealth Scientific and Industrial Research Organisation (CSIRO) which included establishing and coordinating the national research flagship for water in WA.

As Chief Executive Officer, Matt has a primary responsibility for the delivery of WRL’s strategic goals and objectives. He provides high level strategic and tactical advice on industry-related issues and coordinates the implementation of the Board’s decisions.

David Pietersen

IT AND PROGRAM MANAGER

David is a senior IT leader with over 30 years of experience delivering major programs across the public and private sectors. His career includes key roles with organisations such as the Western Rock Lobster Council, Shell, BHP, NBN Co, Accenture, and the Government of Western Australia.

As an IT Program Manager, David has been instrumental in delivering numerous initiatives under the Industry Digital Strategy. His key achievements include the successful implementation of a Back of Boat Sales system, a comprehensive Member Portal, a specialised fishing application, and a platform for subsurface data collection.

David holds a Bachelor’s Degree in Electronic Commerce and is certified in PRINCE2, TOGAF, and ITIL.

Chris King

DATA ANALYST – WESTERN ROCK LOBSTER COUNCIL

 

Chris is an IT professional with more than 25 years of experience in business intelligence (BI) reporting, data analysis, and data warehousing design and implementation, within a mixture of government, not for profit and private sector organisations across a diverse mixture of industries including energy, mining, engineering, healthcare and most recently fisheries. He has built a career on transforming diverse and complex data sources into highly robust and accurate data structures, reports, visualisations and interactive dashboards that provide meaningful insights to support strategic decision-making, operational reporting, and digital transformation initiatives.

Chris holds a Bachelor of Science in Software Engineering from Edith Cowan University and a Master of Business Administration from Curtin University. His combination of technical proficiency and business acumen enables him to bridge the gap between data, technology, and organisational outcomes to deliver high-quality, data-driven solutions.

At WRL, Chris provides leadership and expertise across a variety of programs and partnerships. This includes working with a range of internal and external stakeholders, particularly in supporting the long-term implementation of the WRL Industry Digital Strategy. This program of work sees a number of significant digital transformation projects being implemented across the industry, aimed at increasing efficiencies and IT system connectivity that will create benefits including resource management, fishing operations, supply chain logistics, member engagement, research, and community connection.

Vikas Singh

Senior Technical Consultant – Diversus

Vikas is the technical lead with an MBA, who has spent over a decade building and delivering practical business applications – from first concept through to real world delivery. He works across scalable Cloud, and custom Development, designing systems that are practical, maintainable, and fit for purpose. His strength is translating what a business needs into something that is reliable and works technically. At Diversus, he designs and delivers platforms across Fisheries, Health, and Government clients, bringing modern delivery practices and hands-on build capability to every engagement.

Marc Gianatti

Client Success Manager/ Senior Technical Consultant – Diversus

Marc is a principal consultant with a Masters in Engineering and Management, and has more than 25 years’ experience helping organisations work better across Mining, Defence, Government and private industry. His focus is practical: improve efficiency, reduce costs, and solve the kinds of complex problems that hinder people day to day.

He brings proven approaches from across industry sectors into the Rock Lobster industry, adapting them carefully to support clearer decision-making, useful technology, and stronger long-term business sustainability.

Dharmita Ramluckun

Senior Business Analyst – Diversus

 

Dharmita is a business analyst and project manager with experience across Justice, Banking/ Financial Services, and Regulatory environments. She has led programmes in IT risk, cyber resilience, and data governance – working across complex stakeholder landscapes to deliver clarity from confusion. She holds an MBA and brings a sharp analytical lens to how organisations actually operate, where the gaps are, and what needs to change. At Diversus, she applies that cross-sector perspective to fisheries technology progression – rethinking how information flows from catch to compliance.

John Heskins

Principal Consultant – fisheries and marine – Veris

John is an experienced technology professional with more than 30 years in the IT industry, including over 25 years specialising in the fisheries and marine sector. He has designed and helped deliver a wide range of fisheries and aquaculture systems, including licensing and quota management, catch and effort reporting, compliance, and permit and lease management, as well as online and mobile services that enable industry to access information, transact and report activity more efficiently. Through his work with multiple state fisheries authorities and directly with fishers and aquaculture operators, John has developed a deep understanding of the practical challenges faced by both government and industry. He brings a unique perspective that bridges policy, operational requirements and technology, enabling him to help organisations develop solutions that are technically effective, practical to use and aligned with the realities of the people and businesses they serve.

Ti Zhou

Principal Consultant – Application Development – Veris

Ti is a Software Engineering and Solution Architecture specialist with extensive experience delivering mobile applications for fisheries agencies across Queensland, Victoria, and New South Wales. He combines strong fisheries domain knowledge with expertise in mobile and cloud architecture, focusing on user experience, system reliability, offline capability, data synchronisation, and mapping for field-based users.

Mark Jones

Business Development and Fisheries Advisor – Dragonfly

Mark is a Business Development and Fisheries consultant.  Prior to working with Dragonfly Mark held roles as New Zealand’s Quota Allocations Manager, Catch Manager and led the digitisation of New Zealand’s commercial fisheries licensing, catch reporting, and quota/catch rights trading systems.  After Government and Fishing Industry executive roles, Mark has since taken that experience into advisory and commercialisation work across the Pacific, Australia, and the Middle East.  

Philipp Neubaeur

Director – Dragonfly

Philipp is a Dragonfly director and fisheries scientist. His expertise is in using fisheries science and modeling to promote sustainable fisheries. Phil has worked as an advisor for fisheries science and assessments for several high-value fisheries, including tuna, rock lobster and abalone fisheries around the Pacific and beyond.

 

Philipp has led Dragonfly’s long-term engagement with fishing industry partners, such as the Pāua (abalone) Industry Council and Deepwater Council, leading both fisheries science and  tool development for real-time monitoring of New Zealand fisheries.

Kusal Ekanayake

UX Designer / Front End Developer – Dragonfly

Kusal is a UX designer with a software engineering background, specialising in tools for commercial fisheries. Kusal has experience across the sector, from oyster operations to electronic reporting, and is currently working with the New Zealand Rock Lobster Industry Council to improve the quality and usability of catch data.

Dr Geoff Wake

Managing Director – OceanComm

Geoff brings extensive experience in metocean services, environmental monitoring, and operational forecasting for the energy and maritime sectors. As Chief Metocean Engineer at Woodside Energy, he led the development and subsequent enhancement of a web-based, real-time Environmental Monitoring System (EMS) supporting both onshore and offshore operations, including bespoke displays for marine and port activities. Geoff also managed all weather forecasting contracts across Woodside’s offshore assets and operations and secured industry funding for a joint project with the Bureau of Meteorology to significantly improve tropical cyclone forecasting capabilities.

Dr David Johnson

Director and physical Oceanographer – OceanComm

Dr David Johnson has extensive experience developing and operating forecasting systems for maritime industries, including 15 years of hands-on forecast support for offshore exploration, marine construction, and port operations. He was a co-founder of MetOcean Solutions, a company acquired by the New Zealand Government and subsequently incorporated into the Meteorological Service of New Zealand in 2018. During his time with MetOcean Solutions, David led the development and implementation of innovative forecasting applications and delivered operational weather and oceanographic products to offshore, port, and maritime clients around the world.

Dr Peter McComb

Managing Director – OceanComm

Dr Peter McComb is a physical oceanographer with broad experience delivering projects across the port and maritime sectors. During his PhD studies, he developed the semi-empirical infragravity wave algorithms that continue to underpin operational applications today. Peter was also a co-founder of MetOcean Solutions, where he led technical and commercial operations until the company was integrated into the Meteorological Service of New Zealand in 2018. His expertise spans coastal processes, wave dynamics, oceanographic modelling, and the application of scientific insights to operational maritime challenges.
